Concern over rights of forest dwellers

KORAPUT: “Forest Dwelling Scheduled Tribes means the persons who primarily reside in and who depend on the forest lands for bonafide livelihood needs” . This phrase in the “Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act” needs to be verified and understood well while sharing the information on the act at the grassroots, Abhay Kumar Pathak, Conservator of Forests, said. While the act was speaking more on the rights of the forest-dwelling STs, it had only offered some specific provisions for other STs, he added. He expressed concern after seeing that the meaning of the phrase was interpreted by people differently at different levels which could cause more harm than benefit to people in the villages of Koraput district .

Communication gaps

Moreover the problem was coupled with the gaps in the communication between the district administration and the villagers in forming ‘Forest Rights Committees’ in the district. While initially March 17 and 23 were fixed by the administration to conduct special Palli Sabha to form the ‘Forest Rights Committee’ in each revenue village by inviting at least 75 per cent of population, most of the meetings could not be organized for fear of violating the election code of conduct, Pravakar Adhikari, Secretary, Pragati , an organization working on forest issues, said. Now that fresh dates were not announced, the delay might derail the fruit of the entire effort if utmost care was not taken, he added.
The act allows the forest dwellers to apply before the village level forest rights committee to get occupational rights on the forest land, on which they were depending for livelihood. But documents such as voter identity card, passport, might be difficult for forest dwellers to furnish along with the application, sources said .

Preparatory meet for by-election held

KORAPUT: The preparatory meeting for the Laxmipur by-election was held at Rayagada under the chairmanship of Collector Bhaskar Jayoti Sarma . Security measures and deployment of field staff were discussed. The by-election is scheduled to be held on the April 12.

Jaya Nayak lost mental balance following an unsavoury incident

KORAPUT: Jaya Nayak has been living on treetops for the last five years! He must be attempting to achieve a rare feat to enter some world record books, you may say. It is not so. What then is the reason?
A peek into his life reveals an incident that has traumatised him to such an extent that he turned insane, leading to his strange behaviour.

Shocking twist

Jaya and Daimati was a happy couple in Chindiri village near Koraput till 2002. One day, there was a conflict over sharing of spring waters for agricultural use between two groups in the village. Basing on a complaint filed by the opposite party, the police put the couple and some others in the district jail.
Says 40-year-old Daimati: “Jaya never fought with anyone in the village. He maintained good relations with everyone. Being a person with high self-respect, he could not bear the shock of being sent to jail. On the first day of his jail term, he cried for hours. He started behaving abnormally from the second day.”
After being released from jail, Daimati left no stone unturned to get her husband cured. She had taken him to traditional healers at Laxmipur, Nandapur and Jeypore. He was even taken to the district headquarters hospital.
“But even after spending huge amounts of money mobilised by selling lands and properties, Jaya could not be cured. Instead, his condition worsened as he started beating even Daimati,” recalls her 70-year-old father Khagapati Mali.
Suddenly, one day he started fearing people of the village and preferred to stay on top of a tree in the nearby mountain. After staying for more than one year there, he shifted to a mango tree.
“For the last one year, he has been staying on top of a huge Simili tree. He has made an igloo-like shelter with polythene, bamboo and other items on the tree at a height of some 100 ft.
Though he gets down from the tree almost every day at sunset, there have been instances when he stays on the tree top for more than five days at a stretch,” says Daimati.

Living in hope

“Though he accepts food cooked at house, he never obliged my request to feed him with my own hands,” she says. Gradually, Jaya even stopped talking.
“He used to love me a lot,” reminisces Daimati and looks forward to the day when he would rejoin her at their house.

Held on cheating charge

KORAPUT: Director of the All-Orissa Commerce Students’ Association (AOCSA) of Bhubaneswar Bhimasen Bhattaray was arrested by the Koraput police on Thursday on charges of misappropriating public money and cheating students by promising them jobs, said Sarat Kumar Sahoo, OIC, Koraput police station.
The ANM training centre being managed by him here had no authorisation documents, Mr. Sahoo said, adding that Bhattaray had even collected huge amounts from people from remote areas promising better health care facilities. Following complaints from students of the institution and field staff, he was arrested.

Displaced persons block road

KORAPUT: Members of the HAL Displaced Persons’ Association staged a road blockade on the national highway near Sunabeda in Koraput district for more than four hours on Thursday in protest against non-fulfilment of their long-pending demands.
Besides seeking proper compensation, they were demanding employment to at least two members in each of the displaced families, return of unutilised land occupied by the company to the tribals and extension of free health and education facilities.
Though the blockade was lifted after getting an invitation from the management for discussion, association president Trilochan Muduli said they would launch another agitation soon as the talks had failed.

Tikaragad draws attention of historians

KORAPUT: Bells ringing from the temple of goddess sharing its music with occasional prayers by Muslims in the graveyard on the top of Tikaragad mountain has attracted historians and researchers to the lesser known historical region around Pujariput village under Ramgiri panchayat in Boipariguda block of Koraput district in the recent times. The historical incidence resulting from the uprise of locals against the oppression of soldiers of Nizam of Hyderabad who had stayed on the mountain as representative kings of the Nizam dates back to 18th century when a portion of Jeypore Kingdom had been paying taxes to the Nizam, Prafulla Chandra Padhi, a historian and researcher on the tribal lifestyle from Jeypore said. There was a fort on the mountain from where Muslim kings ruled the region for a long time. They allegedly tortured people and sentenced many locals to death by hanging them , Mundra Pujari, an inhabitant of Pujariput said while quoting highlights from the discussions t!
hat he had with his grandfather Mangu Durua, a tribal priest of Gupteswar. Even though the locals including the tribals, Naiks and Patras of Jeypore Kingdom were feeling the pain of the torture and wanted freedom, they feared to revolt with bows, arrows and swords against the guns , Bhagirath Nayak, another old man from the village said. But with the rising oppression and torture of the king, there was a revolt by the locals . The collective fight with the traditional arms had resulted in bloodshed . However, the locals under the leadership of the Patras won the war, he added.
A temple for the goddess of the forests was constructed on mountain along with a pond at the foothill by the new leaders. Since then people from far off places have been visiting the place to offer prayers to their forefathers in the grave yard while regular puja was held in the temple . People have been giving respect to both the religions and faiths, Bhagirath said .
