Dispute over amount of lease being paid by the depot is the reason for the shifting move

KORAPUT: The Koraput Citizen Forum has expressed concern over the proposed shifting of the only firewood depot from its present place near the weekly market in the town . The wood depot which has been in the place for the last many years would now be shifted to a far-off place from the town if the differences between the Orissa Forest Development Corporation (OFDC) and the Notified Area Council (NAC) , Koraput over the increase of lease amount were not solved, Uttam Chakravorty, depot manager, said .
While the depot had been paying Rs.884 per year to the NAC authorities till last financial year, it was asked to deposit a rent of Rs.3 lakh per year from this year, he alleged . The depot management has however expressed its inability to pay such an increase of the lease amount.
Considering the importance of the wood depot catering largely to the requirement of the cremation ground, the Koraput Citizen Forum has urged the authorities to reach an amicable solution at the earliest. The wood depot had been out of stock for the last few months because of the conflict, the forum added.

Four killed in boar attack

KORAPUT: Four persons, Jagabandhu Nayak , Abhi Nayak , Jhadeswar Bhatra and Sunadhar Bhatra of Rengaguda village under Papadahandi block in Nowrangpur district were killed when a group of boars attacked them in the early hours of Wednesday.

Three naxalites arrested

KORAPUT: Three naxalites were arrested in Malkangiri district on Sunday. While the district police was returning from a combing operation in MV -79 area in the district, they had noticed a group of naxalites near Telari and got into exchange of fire with them.
While four others caught from the spot by the police were released after primary investigation, Rama Kavasi, Hima Kavasi and Daba Kavasi of Jakelgundi were arrested and were brought to the district head quarter, police sources said. Police also had recovered a gun, naxalite posters, banners and some amount of explosives from the spot.

‘Ankur –2’ to initiate development in Koraput

District administration has partnered with UNICEF for an integrated approach



Sadrak Omol, UNICEF State Representative, Orissa, handing over the agreement on `Ankur-2’, to Balakrishna Sahu, District Collector, Korput, on Monday.


KORAPUT: A joint action plan for the integrated development of Koraput district ‘Ankur-2’ was launched jointly by Balakrishna Sahu, the district Collector and Shadrack Omol, the UNICEF State Representative for Orissa at Jeypore today.
While speaking on the concern and commitment of UNICEF in Orissa, Mr. Omol said that special attention was required for the development of the State in general and Koraput in specific, where development indicators like literacy rate, infant mortality rate and per capita income were lower than the national average.

Aim


To meet this challenge, the district administration of Koraput, has partnered with UNICEF to jointly initiate the integrated approach for the sustainable and holistic development of the district over the next four years.
The programme with an aim to achieve universal elementary education for all children between 6 to 14 years of age, reducing Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR) by half, bringing improvement in health, nutrition, water and sanitation status of children and women, would work towards reducing the number of people living below poverty line by creating opportunities for improvement in employment, roads, electricity and environment, he added.
While signing on the agreement papers of the joint action plan, Mr. Sahu, said that based on the process of decentralised planning in the district through community participation and guided by the PRI for social, economic and human development, Ankur-2 aims to demonstrate a working model of integrated and sustainable development in Koraput.
A District Core Committee (DCC), headed by the Collector will meet quarterly to review and guide the progress of the programme, he added.

Novelist favours stories on real life

Writers talk on Oriya literature

KORAPUT: The story of Sambaru, a displaced person from Hirakud hydro project, moved the listeners at the auditorium of NALCO Club at Damanjodi on Sunday.
Bibhuti Patnaik, eminent novelist, while speaking on the importance of writing stories based on the real life, highlighted the character of Sambaru that was depicted in the story ‘Nache Benua Nache’ written by Bhubaneswar Behera, who had worked as an engineer in the project.
The story had attracted the greatest readership as it was the art form of the contemporary reality basing on the real struggle of the people who were displaced from Hirakud region for establishing the project and was not a creation of the writer’s mind, Mr. Patnaik said.
Mr. Patnaik, who was the chief guest of the annual function of Barsha Sahitya Sansad of Damanjodi, offered a rich contribution to the discussion on “Oriya literature in twentieth century.” Emphasising on the importance of modern development on the journey of literary movement, he said that impact of literature on society was greatly guided by development of technology.

Invention of tools

While invention of tools like mechanical clock in 1345 had forced the thinkers to move out of the concept of timelessness in literature, the geographical map being invented in 1346 had brought a sea change in the ideas of unending boundaries.
The greatest contribution to the development of literature was the invention of printing press by Hutenburg way back in the fifth century. Access to the greatest literary works and creation like Sarala Bhagavat could reach the nook and corner of the Oriya household, he added.
Among others, writers like Narayan Panda, Harishankar Mishra and Rajkumar Sutar also spoke on different aspects of literature.
Four writers from the region -- Mrutyunjay Mishra, Prahlad Gahano, Muktikant Das and Bijay Kumar Jena were felicitated by the chief guest for their exemplary contribution to Oriya literature.
A poetry recitation workshop was also organised to mark the occasion.

Plight of LDP - Damanjodi

: “We are prepared to return the compensation amount that was given by NALCO as rehabilitation package if we are not offered the benefits of Land Displaced Persons(LDP)” , Khemundu Dami , a youth from Ambogaon , in Mathalput panchayat of Koraput block said today . The villagers have been forced to spend sleepless nights for the fear of action by the local police for the last few months , especially after NALCO authorities had asked them to vacate the village so as to facilitate construction of a long boundary wall , he added.

Ambogaon , a revenue village just in the back side of the plant area was affected by displacement actions by the company for establishing the factory way back in 1982 . While more than 500 Acres of agricultural land of the villagers was acquired by the company , the village was kept away from receiving the benefits of the entire exercise . The village with a population of 465 people had to remain silent without getting a proper compensation package as repeated appeals to grant the status of LDP to its habitants had failed to impress anyone , Damodar Jani , Convener of Koraput Tribal Forum , said. The villagers who primarily depended upon cultivation in the mountainous land near the village were since then forced to work as daily labourers in the factory area for the meager amount of compensation that they had received against the lost land , he added.

While the villagers had lost the land on record , NALCO , on the other hand had not made use of the acquired land giving scope for the villagers to continue cultivating in about 100 acres of land adjacent to their village boundaries while continuing their fight for their rights to get the status of LDP similar to that of the displaced persons near NALCO plant at Anugul enjoyed , Niranjan Bhoi , an educated unemployed youth from the village informed . Even though Anugul and Damanjodi are from the same state and NALCO being the same company at both the places , he was surprised over the discrimination made in giving the compensation . While on the one hand the people who had lost their land near Anugul received the benefits of being the LDPs enjoying employment in the company apart from the handsome compensation package , no one on the other hand had received any employment in the plant from Ambagaon , he added .

Young tribal people like Niranjan who, even after completing the ITI training suffered from the misery of unemployment , while people from other parts of the nation roamed with pride in the tribal heartland , Jetu Budiya , an elderly farmer from the village alleged . However for the lack of leadership among the locals , the villagers continued to live in the village despite of all the shortcomings . But the recent move by NALCO had created ripples in the lives of the villagers and had brought them together to fight united against the company .

While the company had asked the villagers to stop cultivating on the land , they also had received serious warnings from the policemen of mass arrest , he alleged . Moreover while the villagers were called for discussions , they were sent back from the factory main gate without any discussion , Damodar Jani added. Looking at the indifferent attitude from the NALCO officials , the villagers , in a meeting held in the village today , had taken the stand not to allow anyone to take away their land from them without giving the benefits of the LDP , while preparing themselves even to return the compensation amount, that they had received 26 years back from the company , he added.

Open wells to be dug in remote villages

KORAPUT: Open wells will be dug in 19 selected remote villages of Koraput district as a part of the campaign by the district administration for maximum utilisation of the ground water. Satybrata Sahu, Revenue Divisional Commisioner, Southern Division reviewed the preparatory measures taken by different departments to combat diarrhoeal situation in the district at the circuit house of Koraput.
While shifting the responsibility to procure the spare parts of tube wells from the hands of Panchayat to the BDOs, a toll free number (18003456770) was issued for receiving complaints from the public on the repairing and maintenance of the tube wells. Further it was decided to issue mobile phones to the engineers in RWSS Department to attend to the calls. Issues related to health, sanitation and PDS were also discussed.

This Durua girl has put a comb prepared from bamboo in her hair.


KORAPUT: The best thing a young boy from Durua tribe could gift his beloved is a comb carved out of ultra thin bamboo sticks, which are knitted together with fine strings of Salap tree. Chetai Durua, a young girl from Malipadar village under Haldikund panchayat of Boipariguda block in Koraput district, is proud of having one from her love.
But many other girls in the future might not be that lucky to receive such gifts because of the vanishing bamboo forests including the number of Salap trees in the reserve forest area near Gupteswar region. It’s not only for the ornament alone that bamboo has been placed at the first place in the preference list of Durua tribe but the inhabitants of the regional are also highly depend on the tall grass for making mats for the doors of their huts, Jamuna Durua, a Durua woman from Talur in the Haldikund panchayat said.

Marketing

Jamuna is the one of a few tribal artisans who were recognised in the State for expressing their artistic creativity while preparing items using bamboo.
The items received good marketing opportunities from the local weekly market at Boipariguda to the Tribal festivals in the State capital.

Serious threat

But she and other artisans were facing serious problems of managing their trade for the shortage of the raw material in the nearby forest areas.
While the forest is thinning out everyday, the Forest Department has been planting several other plants in the region under different schemes giving the least priority to the plantation of bamboo , she added .
Now that they have to depend on the forests of neighbouring State of Chattisgarh for getting the bamboo for their work.
They have been facing difficulties in the hands of the forest officials of that State. Adding to the difficulties to cross the river, the hide and seek game with the forest officials makes it the most difficult challenge to transport the much required bamboo to this side of their habitat, she added..
Durua community living in this part of the reserve forest having no other means of livelihood options is forced to migrate if measures were not taken to regenerate the bamboo forest, Sadhu Durua, a tribal headman in Malipadar said.

Mining on Deomali mountains opposed

KORAPUT: “Save Deomali” campaign was launched at Upper Kanti, a village on the top of the mountains in Deomali range of Koraput district by “Sibukodi Dharitri Surakhya Parisahd” of Semiliguda block. Prempatra Jani, president of the Parishad, said the State Government should not allow companies to take the mountains on lease for mining purposes.
At a meeting held in the village, he said Deomali mountain region with its rich water reserve was the lifeline for thousands of tribal families from more than 40 villages and any initiative for mining would prove detrimental to the livelihood opportunities in the region with drying out of water sources . While criticising the State Government for going ahead with leasing out more and more areas of Koraput region for mining purposes when the NALCO was already engaged in mining bauxite from the region for the next 80 years, Prafulla Samantara, president, Lokshakti Abhiyan(Orissa), asked the State Government to implement the recommendations of the Huda committee on Mining policy withdrawing the existing system of leasing out mines at throwaway price and replacing it with a process where the companies would be asked to purchase the mineral at market price .
Later, talking to media, he wondered over the justifications of the State Government allowing the companies to take possession of rich mines on lease at Rs.64 per ton of bauxite when the market price of the mineral was more than Rs2000 per ton.

One killed in accident

KORAPUT: Padlam Muduli, a 35-year-old person from Talo Limka died while three children along with another three persons from the village got injured when their autorickshaw collided with a police van of OSAP, Koraput, on the State highway near Sundhi Panchada in Laxmipur block of Koraput district on Monday. Padlam was one of the five parents who were going to join their wards in the tribal residential school at Panchada when the accident occurred. The injured ones were admitted to the district headquarter hospital of Koraput .

Voters waiting in a queue to exercise their franchise in Laxmipur constituency byelection in Koraput district on Saturday.


KORAPUT: About 58 per cent voters exercised their franchise during the by-election to the Laxmipur Assembly constituency on Saturday. People of P. Silabadi village of Bandhugaon block in Koraput district turned up in large numbers to cast their votes despite the boycott call given by Maoists, Deepak Kumar, SP, said.
The polling process was carried out under tight security in the region and no untoward incident was reported from any part of the constituency, he added.
While the voters’ turnout at polling booths remained dull till noon in all parts of the constituency, it picked up in the afternoon to reach around 61 percent in Kashipur, 60 percent in Laxmipur, 53 percent in Narayanpatna and 51 percent in Bandhugaon blocks.
However, the exact number of votes polled would be known once all the figures from all the booths reach the central control room, D. Jaganath, returning officer, said at Rayagada.
Voters had to wait for long time in booths like Khalokona of Laxmipur block due to allotment of a single booth for 1377 voters.
A polling official was replaced by the election observer at Renga poling booth in Kashipur block following complaints against him.
People from 11 villages of Kaberibadi panchayat and two villages of Bandhugaon panchayat in Bandhugaon block boycotted the election in protest against non fulfilment of their demands to complete development works in the region.
PTI adds: “The polling remained by and large peaceful,” Mr. Jagannath said.
Elaborate security arrangements were made with deployment of Special Operation Group, Central Reserve Police Force, Orissa State Armed Police and district voluntary force to ensure peaceful and fair polling.
Counting of votes is scheduled to be held on April 16 to decide the fate of five candidates -- Bibhishan Majhi (BJD), Purnachandra Majhi (Congress), Kumuda Saunta (Samajwadi Party), Upendra Majhi (Samrudha Orissa) and B Tirupati

152 polling booths set up

KORAPUT: Elaborate arrangements have been made for conducting byelection in Laxmipur Assembly constituency on Saturday. In all 495 polling personnel are deployed along with 10 magistrates to conduct the polling in 152 booths in Laxmipur, Bandhugaon and Narayanpatna blocks of Koraput district and Kashipur block of Raygada district.
While 65 booths are declared sensitive, 54 booths have been considered to be hyper sensitive. Moreover with most of the places coming under naxal-affected region, special security arrangements have been made to ensure free and fair elections, Deepak Kumar, SP, Koraput said. Meanwhile, speaking to mediapersons PCC president Jayadev Jena alleged that ruling BJD-BJP alliance was misusing the government machinery to distribute money among the masses on the eve of Laxmipur by election. Though Congress leaders had left the constituency after the deadline for the campaigning was over, the ruling party was violating norms and regulations of the election process, he alleged. A complaint was registered in this regard with the Election Commission, he added.

Malkangiri: Barely four days after killing a suspected police informer, Maoists on Wednesday shot dead a village head at Peta village in Malkangiri district under Motu police station area, 100 km from here, police said.
Sub-Divisional Police Officer (SDPO) Sanjiv Arora said, village headman Madkami Kanha (55) was dragged out of his house in dense forest by a group of armed Maoists and shot four bullets from behind as he tried to flee.
Kanha died on the way to a local hospital.
A police officer said Maoist cadres assaulted and opened fire on the village head before villagers, apparently to warn them. Madkami’s stiff opposition failed their endeavours to gain footing in the village.
This was the 10th incident in last two years where Maoists killed village heads. On April 5, Maoists guerillas had gunned down 40-year-old Sayam Lacha and injured another at a wedding at Ragadpali village.
For the first time in the State, two Maoists aged 12 and 14, who had witnessed the brutal killing of forest guards surrendered with their country-made guns in Dhenkanal.
Superintendent of Police Sanjay Kumar Kaushal said 14-year-old Bajaye Hembram and 12-year-old Babuli Tarai surrendered before District Collector Jameel Ahmad Khan in the presence of their fathers.
The boys had joined the Maoist group led by Anna Reddy in January 2006, and had confessed to witnessing the brutal killing of forest guards at Kankadahad forest on January 31, 2007, he said. The boys did menial jobs and were used as informers as nobody would suspect them, Mr. Kaushal said.
Giving an account of their lives in Maoist camps, the boys said they were given biscuits to eat for days together, though they had been promised good food and a monthly salary of Rs 2,000.

Rehabilitation

Hembram and Tarai were given Rs 10,000 each for rehabilitation.
Mr. Kaushal told reporters that five children, including two girls from the district, were trained in firearms by Maoists at Rajgarh Reserve Forest in June 2006 for 15 days. _PTI

Ruling alliance misusing official machinery for bypoll, says Jena

KORAPUT: The ruling BJD-BJP government was using the government machinery like anganwadi workers to gather support of the SHGs in Laxmipur by-election, Jayadev Jena, president of Orissa Pradesh Congress Committee alleged. Expressing his concern over lack of development in the region he said the State Government had failed in utilising the funds allotted by the Central government. He was addressing an election rally at Kashipur in support of Purna Chandra Majhi, the party’s candidate for Laxmipur byelection.
Union Minister Ajay Makan said a number of Ministers of the ruling alliance in the state are camping in the constituency to campaign for their party nominee, while they were not seen when Kashipur was reeling under cholera. He said that it was Rajiv Gandhi, who was responsible for initiating the multi-crore project to bring down poverty in the region.

Row over visit of VHP leader to naxal-hit areas

KORAPUT: Tension prevailed in the district when the district administration has prevented VHP leader Laxmanananda Saraswati from visiting naxal-prone region of Malkangiri district on Tuesday. Supporters of RSS and VHP staged rasta rokos in different parts of the district protesting against the decision. Authorities clamped ban orders under Section 144 in Malkangiri, Kalimela and Padia. However, the VHP leader went on a hunger-strike where he was put up by the administration.The district administration has finally facilitated the visit of the VHP leader in a landmine-proof vehicle to Kalimela to lay foundation for Saraswati Sishu Mandir at block headquarters. He is scheduled to lay foundation of Sri Ram temple in Padia on Thursday.

Naveen campaigns in Laxmipur

KORAPUT: “Development of Laxmipur, Narayanpatna, Bandhugaon and Kashipur blocks could not be achieved due to inactive participation of late Anantram Majhi, the Congress MLA from Laxmipur constituency,” said Chief Minister Naveen Patnaik while addressing the Laxmipur by-election rally at Kakiriguma in Laxmipur block of Koraput district on Tuesday. Blaming Majhi, he said that the problems and challenges of the region were not well represented and projected by the local representative.
While highlighting the successes of his government, he said that the promise of dissemination of powers to the basic institution of democracy was fulfilled when the State government had placed the right to issue licences of trading of 800 non-timber minor forest products to panchayats. He said the government was keen on progress of the tribal children of regions like Koraput district by opening 1000 residential schools to facilitate one lakh girls for continuing their education without any hurdles.
This year being the year of irrigation, he recalled the special package offered to the villages of Laxmipur Assembly constituency to get Rs. 5 Lakh each on a priority basis towards developing irrigation facilities.
He said that spread of cholera could be brought under control in Kashipur area for the effective management of the issue by his government.

Unique effort to protect environment

KORAPUT: Parents of tribal girls from Dangaria Kondh community have joined hands with their children in Nalani Vidyalaya of Bariguda of Bisamcuttack block in Rayagada district and a unique eco-club has been formed. While the school receives a grant from the Ministry of Tribal Development to support the students up to fifth standard, it was able to provide education with residential facility to 225 tribal girls up to tenth standard free of cost. Thanks to the effective participation of parents and generous individuals who have come forward to support the institution in its development, says Prabhati Manjari Behera, science teacher of the school.
Prompted by the dedicated effort of the management under the leadership of Suborna Ghosh, its principal, A.K. Sharda, vice-president of JK Paper Ltd, who is also a member of the District Evaluation and Monitoring Committee of eco-clubs of Rayagada district came forward to open a eco-club on the school premises creating more avenues for the parents and public to further participate in the process of educating the children in protecting their environment.
Bamboo saplings have been planted by the children, parents and all the participating dignitaries, while Mr. Sharda donated a refrigerator and library books for the institution .

Workshop on developing education

KORAPUT: A workshop for developing four education watch groups in the fields of documentation, advocacy, research and intervention of different tools and models of education in the district was organised by CYSD at Koraput today. Members apart from discussing on the various aspects of educational practices that were practised in the district drew lines for bringing out a quarterly magazine based on the results and findings of the four fields. The members also planned to provide space for the children to express their thoughts and innovations in the magazine. Educationists , researchers and officials from Education Department participated in the workshop.

Mulayam lashes out at Biju Janata Dal

KORAPUT: “If Biju Patnaik would have been alive I would not have stood against his party in the Laxmipur by election” Mulayam Singh Yadav, President of Samajwadi Party said while addressing the election rally in support of Kumud Saunta, the party’s candidate at Laxmipur in Koraput district today. While recalling his 25-year-long association with the legendary leader he said that Naveen Patnaik, his son and leader of BJD in the State did not possess any good qualities of his father.
Blaming the present State Government for its failure in fulfilling the hopes of the common men of the State in general and tribal dominated regions like Koraput in particular he emphasised on the need to draw new lines of governance for leading the State towards a golden future. Adding to his plans for the people with the rising acceptance of Samajwadi Party in the State, he explained different schemes which were responsible for the growth of Uttar Pradesh during his regime.

Health care

While expressing her concern over the poor health and other welfare conditions of mother and child in the State, Jayaprada, MP, Rajya Sabha and famous film actress highlighted the need of taking urgent steps to rebuild the governance for giving a better world for them .
“Every child needs to access to the free education, enjoy good health and grow with greater confidence”, she added. She urged the people to cast their votes to people who could translate these hopes into reality. Further speaking in Telugu after receiving requests from the audience, she expressed her pleasure in finding many women in front listening to her and hoped that a better world was possible with conscious women like them.
Among others Kumud Saunta, party’s candidate, Kailash Mishra, party’s State president, Arabind Dhali, All India General Secretary of the party addressed the audience asking people to support their party in the by election.
The party leaders also addressed a similar election rally at Narayanpatna asking support for Mr.Saunta.

Keeping a tradition alive

KORAPUT: Ranu Bhatra, a tribal man in his seventies, has corrected at least 800 fractured bones in the last six months alone and has been continuing rendering such services at Girla, a remote tribal village in Kotpad block of Koraput district, for the last 50 years . Ranu has not learnt a single letter in the alphabet and has never heard of Sushruta or Dhanwantari, the legendary ayurvedic practitioners who had offered health services in the Vedic age even before the modern science had evolved . But Ranu has been the hope for hundreds of poor tribals while using traditional methods like bamboo and natural herbs to repair broken bones in different parts of the body .
In the last 50 years people have received the utmost care and he has been successful in providing treatment for minor injuries to many complicated cases, Ranu said. He moves his palm over the broken part and understands the nature of the crack by feeling through his fingers, Tirupati Kendu, a young patient who was sleeping in the small health care centre at Girla, said. And it was faith in him that was drawing patients from far and wide, Chandra Sekhar Majhi, former president of Koraput Zilla Parishad and a resident of the village said . Patients like Krushna Kendu, a young boy from Kenduguda in Boipariguda block who was injured in a truck accident preferred to get the care from Ranu even after visiting the district headquarter hospital at Koraput, he added. Krushna was advised to go to Visakhpatnam for getting treatment for his critical fracture. But going there was not within the capacity of the parents of Krushna and hence was brought to Girla for treatment, he said.
No one is asked to pay any fixed amount for the treatment and is allowed to offer according to their capacity ranging from Rs.20 to Rs.500, Ranu said. The patient has to purchase the cotton cloth from Kotpad market and bamboo plates are being arranged by the centre. A paste is prepared from the locally available medicinal herbs and tied with the bamboo plates on the crack.
