KORAPUT: Arjun Kondagiri, a naxal militia from Sakiloba in Bandhugaon block of Koraput district was arrested today, Deepak Kumar, SP, Koraput said. He was involved many cases in the region including the murder of a political leader of Bandhugaon a few months back.

State urged to repair damaged roads

KORAPUT: The national highway between Koraput district head quarter and Jeypore, the business centre of the district has been the nightmare for the commuters over the past few days.
While the road which was laid fresh barely a few months back has been uprooted at many places in the short spell of rains, the condition of the old ones was no better.
The number of potholes could be counted from the traffic junction at Koraput to the entry point of Jeypore, causing hardship for the vehicles.
The journey of 22 km which till recently took barely 30 minutes, now takes not less than an hour to cover. However the worst affected portion on the road was in between pine research plantation area to the beginning of the ghat section while going from Koraput to Jeypore. Adding to the woes of the people, the sidewalls of the ghat road has been broken at many places so badly that vehicles express their reluctance to give side to the other vehicle for the fear of falling into the valley.
Members of Koraput Citizen Forum, who met in Koraput today urged the district administration to intervene and take steps to repair the damaged portions in the most important national highway of the region.

A workshop on the rights of tribals in relation to the forest was organized in Odiapentha panchayat of Laxmipur block in Koraput district .The workshop which was jointly organized by Parivesh Surakhya Samiti of Laxmipur and Vasundhara of Bhubaneswar was attended by the office bearers of village forest protection samitis of various villages in the block and experts on the tribal issues from the district .
NEWS-2:Special provisions that were made available for the schedule districts like Koraput were not been able to GET transmitted to the grassroots even after so many year of national independence , Krushna Chandra Panigrahy ,Disrector , Tribal Museum said . A lot many provisions and space for restructuring the rules of the land were been granted for the region , paving the ways for making their implementation more suitable and effective for the region. But there were no serious efforts made in this regard ,he alleged .
While expressing his concern over the misuse of research work by some government officials and non government agencies in the region , he said that no specific value added points been thought of even while making development plans for the district . Highlighting the negligent attitude of the planners in misutilising the public money, he wondered over the reason of going for a district level micro plan for the period 2007-2012 when the micro plan for the period 2005-2010 under NFFWP was already been made in the district a year back .
He was also critical in his observation on the way the research work was going on in the district without considering the backdrop of similar experiences and experiments made earlier in the same district or elsewhere .This basic concern and process of referring could minimize the research expenses and saving the public money from getting wasted with repeated experimentation be achieved , he added.
Here it might also be noted that Koraput district has been the field of experimentation for different modes and methods of planning exercises being implemented by different agencies and organizations including the district administration itself for the last many years .
NEWS-3:Samruddha Odisha has demanded for quashing the lease of Maliparvat in Koraput district , that was offered for mining of bauxite . While addressing a rally today , Saroj Kumar Padhy , General Secretary of the party at Pottangi in Koraput district said that the entire Deomali region carried a lot of ecological significance for providing livelihood for thousands of tribals and should be spared from its destruction. Further accusing the block administration of working under the pressure of Jayaram Pangi , local MLA and Ashok Kumar Pangi , his son and the president of Koraput Zilla Parishad, he said that progress of work were at a snail’s pace in the block .
Highlighting the plight of people in the block with the Tahsildar’s office at Pottangi , he said that the tahsildar was not able to deliver his duties properly as he was engaged in multifarious responsibilities like holding the post of treasury officer and the sub-registrar in addition to his regular job in the block . Further alleging that the programmes like Rice at Rs.2/- , NREGA and PMGSY were not been implemented properly, the party , in a memorandum has asked the intervention of the Chief Minister. The copies of memorandum addressed to the chief minister was handed over to the BDO and Tahsildar separately .

Doctors Meet Health Minister-Published in The Hindu-4th August

KORAPUT: Several drugs that are of no use have been piled up in the Primary Health Centres, while acquiring those required for treating the poor remains a distant dream. The doctors of Koraput district poured their woes before the Health Minister Sanatan Bishi during an interaction in the district headquarters hospital at Koraput on Saturday.
Further there was an acute shortage of doctors in the region, particularly in the rural areas.
The problem could however be resolved by changing the drug procurement policy with transferring the power of purchasing the required medicines to the districts rather than keeping all the power at the State headquarter, they added.
Discussing on the irrational transfer policy of the Health Ministry, Niranjan Mishra, a doctor in the district headquarter hospital said that many doctors were wiling to work in the rural areas provided there was any specific transfer policy to relieve them after a certain period of service.
No grievance cell
Moreover the Government had lacked a proper grievance redressal system to listen to the plight of doctors and other people working in the health sector, Santanu Kumar Das, another doctor who had to struggle for 14 years to get the sanction for the 30 days’ leave that was granted to him by the State Government to attend a workshop in Japan in 1993.
“I am prepared to handover the Gandhi award and merit certificate given in Japan if they can grant the required sanction of leave from the government”, Dr. Das pleaded before the Minister.
While the Minister supported the doctors while assuring to hold discussion at higher level for the executive accountability to minimise the sufferings of the medicos working in the government hospitals, he was informed by the doctors that the promises that were made by the State Government in the last year during the epidemic diarrheoa at Dasamantpur block of Koraput district to fill up the vacancies and building of better infrastructure in the health centres was yet to be fulfilled .
The Minister was shocked to listen that the line department in the district administration had come up only with a single project after 3 years of placing the funds from NRHM.
The line departments who had been assigned to complete the work in the PHCs were not even consulting the concerned health officials in the district before planning for the construction and carrying out other developmental works, Sasmita Samantray, DPM, NRHM added.
While the Minister, putting all the blame on the degraded operating system in the State, urged the doctors not to go with their mass resignation from 21st August, members of the pharmacists’ association warned to go on mass leave from August 9 if their demands including a hike in their pay scale was not considered

Coal crisis in Nalco

KORAPUT: Nalco, the Navaratna award winning company at Damanjodi, is all set for closure if immediate arrangements are not made to make coal available for the plant.
According to sources two boiler plants of the company have already been closed and the single boiler plant which was running at present with the least amount of coal available with the management would not last for more than two days, the sources added. While the company was losing a production of 2500 tons of alumina everyday ,the company has already lost at least Rs.5 crores in the last two days as the two boiler plants stopped operating. But a greater loss is inevitable if the plants were to be shut down completely as it would need time and money to clean up the plant, sources added. The concern among operators is that even if rake of coal starts from Korba as an alternative arrangement , it would take at least three days to reach the plant.

Blood donation camp

Sasanko Sekhar Panda, Commandant , OSAP, Koraput, inaugurated a blood donation camp in the OSAP colony on Tuesday. The camp was organized by Amo Odisha.

Naxalite arrested

KORAPUT: Erru Kendraka , a naxalite from Mangalpur village in Narayanpatna block of Koraput district was arrested by Koraput district police in the late hours of Tuesday night from a hide out in the block, Deepak Kumar, SP of Koraput said.
Kendraka was a hard core naxalite and was holding the position of a commander of the section of naxalites operational in the region.
While he was an expert in making and operating landmines, he was also involved in all the five murders that were carried out in the region over the last few months, he added.

KORAPUT: A meeting of the Maliparvat Surakhya Samiti was organised in the office of the Koraput Indigence Liberation Front (KILF) at Semiliguda today to discuss the future course of action of the anti- bauxite mining movement in the Maliparvat region of Semiliguda block in Koraput district. While the meeting was attended by 7 sarpanches and scores of sympathisers and supporters of the movement, it was decided to organise a greater rally and demonstration in the region on August 9, the Quit India Movement day this year while asking Hindalco to quit from mining in the region, he added.

BERHAMPUR: In the midst of tears and wails of family members of policemen killed in the landmine blast at MV- 126 even the Orissa Chief Minister, Naveen Patnaik could not restrain his emotions during his visit to Malkangiri on Sunday.
The Chief Minister had reached Malkangiri by helicopter with a series of sops for the bereaved families in hand. The whole Malkangiri town was under the strict vigil of heavily armed police patrols. After getting down Mr. Patnaik reached the martyrs’ memorial at Special Operation Group (SOG) training ground pay his respects to the 17 SOG jawans killed in the recent landmine blast. Then he rushed to the office of the Malkangiri Superintendent of Police to meet the family members of the policemen killed just five days back.
He was to meet the families and hand over cheques worth Rs. 4 lakh to them. The wounds of parting were still ripe in the minds of family members most of whom broke down to tears before the Chief Minister. The aged mothers who had lost their sons as well as the young widows had a single sentence on their mouth when they accepted the cheque from the Chief Minister, “Can this cheque compensate what we have lost”. The CM had no answer to this question except a few drops of tears that gathered up in the corners of his eyes.
He also tried to pacify the constables and havildars of Malkangiri who had irked after the recent naxal killings. Accepting one of their major demands Mr. Patnaik declared that the family members of all the 17 policemen killed in the landmine blast would be provided homestead land either in the district where they worked or in their home district. He also accepted a memorandum of the Constable and Havildar Association of Malkangiri district regarding their other demands. To boost the morale of these policemen he declared that all possible measures were being taken strengthen the police force against the naxals.
Later he held a high-level meeting with the administrative and police officials at Malkangiri circuit house to review the progress of developmental projects as well as law and order in the district. Speaking to newsmen at Malkangiri, he reiterated that no one would be allowed to destroy the image of the Orissa as a peaceful State.
He said more local tribal youths would be recruited into the police force in naxal-infested districts like Malkangiri to thwart evil plans of naxals. He also added that recruitment norms like educational qualification might be relaxed for these tribal youths during their intake into police force. According to him the families of killed policemen would get the full salary till their date of retirement and one member of the family would get a Government job.

Unique meet

KORAPUT: It was a unique poets’ meet as poets from Bolangir and Damanjodi participated in the poetry recitation session in Koraput by using their mobile phones. The event was organised by Koraput Sahitya Parivar .
While regular poetry recitation sessions were organised in the past by inviting poets and writers from all over the State to Koraput, it was the first time that poems were heard from other places with poets reciting their poems over mobile phones. Such events would enhance participation of poets in future, Narayan Panda, a writer of repute said.

BERHAMPUR: The Rayagada district administration has started an investigation to find out all of a sudden some organisations and persons had started bringing small children from poor families of south Orissa to the district during last two months.
On Monday night a team of officials led by the Rayagada Sub-Collector, D. Jagannath located around 25 small children kept in a small room at Jagannathpur village of Mukundpur panchayat. The children were left in the care of a girl who knew little about the organisation and the persons who had brought the children to this place.
Some of these children were also from Kandhamal district. Although the children were brought from their homes with the lure of free education, food, and lodging for ten years no arrangements had been made for their education. They were living a miserable life.
It may be noted that Rayagada district administration is now trying to send back 68 children from Gajapati district to their parents, who were rescued from a temple.
Speaking to The Hindu over phone, Mr. Jagannath who is investigating into the affair said he smelled something fishy as all of a sudden within last two months some organisations had sprouted up in the district and they were bringing small children from different parts.
Till now they have identified 15 such organisations which are allegedly bringing children with promise of providing them good life. Two organisations from Kerala and some persons involved with these organisations are also under investigation as they have also started taking interest in small children of poor families during last few months.
“We have decided to make thorough enquiry of every organisation involved in this torture of small children in the name of social service,” Mr. Jagannath said.
But the real reason behind the whole thing is yet to be ascertained although it hints at a major racket involving paedophiles.

Experimenting with wonder herbs on HIV patients

KORAPUT: Hari Pangi , a small tribal farmer from Tentuliguda in Semiliguda block of Koraput district has been treating patients for different diseases free of cost for the last many years.

Common ailments

While medicine was one of his passion and has answers to various common ailments, his contacts and associations with the people in civil society organisations, he could realise some of the basic needs of a HIV patient like increase in the immune strength that were required to live longer. And this was enough for his inquisitive mind to search some roots and herbs suitable for the purpose. At last he is now hopeful that he had found seven herbs and roots that were helpful and supportive to raise the immune strength of the body, blood formation and gain of weight in HIV patients. He has also started experimenting with two poor persons suffering from HIV infection who had left all their hopes for the complexity of receiving the benefits of services provided by the government. After 70 days of treatment with the powder prepared from the seven wonder herbs, these patients have shown good response, Mr. Pangi claims. While one of the patients had gained 13 kg . weight during the pe!
riod, none of the two had faced any serious problem or experienced prolonged illness. Their CD count is also being monitored and was expected to rise, he hoped. Looking at the successful development in these two patients, more number of people are approaching for treatment.

PURI: There is no place for panic where faith prevails. The death of six persons in a stampede on ‘Srigundicha’ day of the ‘rath yatra’ on July 4 has no impact on the devotees who thronged to Puri to witness ‘Bahuda Jatra’. The ‘jatra’ is the return journey of the deities of Sri Jagannath, Balabhadra, Subhadra and Sudarsan on their three chariots from Gundicha temple to Srimandir or the main temple.
The large open space near Gundicha temple called ‘Saradhabali’ was again jam-packed by lakhs of devotees. In the light of the recent tragedy, the police and the administration were extra cautious. The cordon around the chariots was more tight. Police teams were positioned at strategic points to avoid stampede.
VIPs, however, had their secure and comfortable points to witness the ‘jatra’. But for common man, faith seemed to be the shield of protection.

‘Faith matters’

Over 70-year-old Kamini Rath of Koraput said that she had no fear though she heard of the stampede. She witnessed the ‘Srigundicha’ and was here again to witness the ‘Bahuda Jatra’. “The desire to see the rath yatra of the Lord makes all pain and problems disappear from the minds,” she said.
Rangadhar Panda, a reporter of a news channel, who was an eyewitness to the stampede, felt that the calmness exhibited by the crowd in Puri was surely noteworthy. Despite the stampede and death of people, the ‘rath yatra’ was not disrupted.
“Even people just a few metres away from the place of stampede were unfazed as they were engrossed in witnessing the rituals,” Mr. Panda said.
Loknath Dasmahapatra, a servitor of the Jagannath temple, said that equanimity in the minds of devotees even in the most unruly situation comes from faith.

Jatra celebrated

KORAPUT: Sarat Chandra Sahu, OIC of the town police station at Koraput was the uncle of Lord Jagannath, Balabhadra and Subhadra , even though for a single day today.
As a matter of tradition of the Bahuda Jatra at Koraput, the OIC of the town police station gets a rare opportunity to serve the three Lords as their uncle every year during their return journey from Sri Gundicha temple to the main temple. While this was an example of participation of the district administration and more specifically of the police in the festivals and traditions of the public, the tenure of any policeman as the OIC at Koraput remains memorable for this very reason, Mr. Sahu said. The police couple observed fasting for the day before offering new clothes and fruits apart from various sweets on behalf of the people of the region before the Gods on the chariot. The offering after being served on the chariot was distributed among the people. The joy of getting pieces of sweets and fruits that were offered on the chariot by pulling from each other’s hands gives more pleasure and adds special memories to remember Bahuda Jatra at Sabara Srikhetra, Bidyadhar C!

Adding one more specialty to this year’s Bahuda Jatra at Koraput , Gangadhar Nanda , eminent historian and writer from Jeypore donated scores of rare books and a life size photograph of Vikram Dev Verma , Maharaja of Jeypore kingdom to the temple library which was received by Krushna Chandra Panigrahy, secretary of the temple in front of the chariot .

Chief Minister urged to check naxalism and police harassment

KORAPUT: “I want Sada Palaka, my 12-year-old son, back,” cried Samaya Palaka, a resident of Pedda Ekiti village in Koraput district on Friday. The young child was lifted by the police along with Basana Pidika, Lachama Pidika, Suka Pidika, Gumpha Huika, Soni Tadingi and five other persons from the village last Tuesday, he said.
“All of them, including my husband were carried into the police vehicle in the early hours while they were coming out of the houses to work in the field,” Bunda Pidika, said a woman.
Hundreds of men and women along with their children from Pedda Ekiti, Jamuduwalasa, Laupadar, Manjariguda, Borigi and Nangalbeda villages of Narayanpatna block approached the District Collector and the Superintendent of Police of Koraput to bail out their relatives apart from discussing the troublesome lives they were leading in the naxal-infested region of the district.
In a memorandum addressed to the Chief Minister, which was submitted to the District Collector, the villagers asked him to find an effective solution for a peaceful leaving in the locality.
The memorandum requested the government to eliminate naxalism from the region. However, the role of the police in harassing the villagers also needed to be checked, Ratan Pidika, one of the villagers, said. People were living in fear from both sides, he added. Movement of police in the villages also was of a great concern. Lachana Tadingi, a 6-year-old child died on Thursday by falling on a sharp stone for the fear of police who were moving in their village in search of naxalites, Mahanda Saunta, another old man from the village, alleged. The memorandum signed by more than one hundred villagers. The District Collector assured them of discussing their issues at different levels.

‘Collective sessions bring out the best’

KORAPUT: “Collective discussions of the writers and poets in Koraput district is commendable ,” Chandrasekahar Rath, eminent writer from Bhubaneswar said at Koraput.
Welcoming the increasing numbers of Oriya magazines being published in the State, he expressed concern over the lack of developing practices in the State facilitating proper criticism so as to appreciate the change in the literary world.

Nostalgic

Recollecting the memories of his discussions on the Puri beach along with Jeevanananda Pani and Sarat Mahanty, the two immortal names in the world of Oriya literary creations, he said that the best pieces of writings in their respective lives had came out of those collective sessions.
However, the best was not possible without a proper feedback from the conscious readers, he said. Eminent writers like Narayan Panda, Chittaranjan Mishra, Pritidhara Samal and Rabi Satpathy were present.

KORAPUT: Wood is more precious than steel for the continuous degradation of forest cover in the region, Rama Chandra Sahu, architect of the steel chariot of Khatiguda in Nabarangpur district feels.
While the three Lords Jagannath and Balabhadra and Subhadra would travel to Sri Gundicha temple sitting in the chariots made by wood on Friday, people in Khatiguda will pull the steel chariot as a matter of practice being adopted for the last five years, Prithvi Paikray, a local resident said. The chariot was designed by Rama Chandra Sahu , an engineer in 2001 and it had replaced the earlier wooden chariot since then, he added.The steel chariot does not face the problem of arranging new pieces every year even for maintenance . However, the height of the steel chariot has been reduced to 40 ft. from the earlier height of 52ft.

BHUBANESWAR: A 68-km-long difficult water route covering three sides and mountainous terrain from the other side will surely encourage any Bollywood director to choose the locale as a perfect base for a villain character.
But in real life, left wing extremists seem to have developed this cut-off region in Malkangiri district into their fortress over a period of nearly two decades. Perhaps the elite Greyhound personnel miscalculated the strength of the extremists while passing through the Balimela reservoir on Sunday.
Sample these figures. Between 1990 and 2006, Orissa witnessed 278 cases of naxal violence. Of these, 119 naxalite-related incidents took place in Malkanagiri.
Ironically, 97 naxalite attacks were alone detected under Kalimela and Chitrakonda police stations that mark the fringe area of the cut-off region.
Extremists began their operation in 1990 by committing a dacoity at a godown of the Orissa Forest Development Corporation at MV-9 under the Kalimela police station. They also killed a police employee, Padma Charan Majhi, of Rodanpalli village under the same police station in 1991.
Kalimela is 30 km away from Chitrakonda, which is gateway to the cut-off region that houses about 16,000 people, mostly primitive tribe, living in 151 hamlets. There are only two motorboats available for these people to see the outside world.
According to a preliminary socio-economic survey of the region, 70 per cent of villagers consume their staple food once a day.
The acute poverty prevailing in the area and inhospitable terrain bordering Andhra Pradesh and Chhattisgarh presented these left-wing extremists a fertile ground to strengthen their base and create hundreds of sympathizers.
The present remoteness for these villagers is man-made. Way back in 1962, to facilitate Balimela Hydroelectricity Project, huge patches of forest land and villages of these tribals were submerged by Sileru water. For next 10 years, they remained cut off from the outside world. In 1972, the State Government provided two motorboats, which now ferry villagers on the 68 km of water path in 12 hours.
According to a study, more than 600 hills along with huge forest patches have been submerged by the water route. The tree stumps are in thousands. An unseen tree stump could rake the boat’s bottom badly, or even topple it. Left wing extremists know the ground reality well. They targeted the steamer full of Greyhound personnel as it could not move freely under these circumstances.
As per NGO activists, who had been frequently entering the area, informers will surely pass on the messages about any unknown person stepping in the region to naxalite leaders.
Construction of a proposed river bridge that could connect a large land mass of the cutoff region with outside world is yet to begin.

Naxals target mobile tower in Rayagada district

BERHAMPUR: Naxals tried to blow up a mobile tower of a private telecom operator in Rayagada district on Orissa-Andhra border to coincide with their “anti-repression week” which began on Thursday.
This incident occurred in the wee hours of Sunday. Two armed naxals had targetted the mobile tower located at the remote Durgapadu village about 40 km from district headquarters town of Rayagada.
According to police sources the naxals only managed to damage the diesel generator of the mobile tower. They had not been able to do much damage to the tower or its communication equipments. Due to remoteness of the location of the tower the police were late to get this news of naxal attack on the remote mobile tower. The Maoists also posted anti-government posters in the area.
Naxals had blasted a landmine near the BSNL tower at Kalimelain Malkangiri district on the night of June 17.
A havildar of a CRPF patrol was injured by the splinters of the blast which was suspected to be aimed at the tower to disrupt mobile and phone communication in the area.
Maoists had blown up a BSNL tower in the Balimala area of Malkangiri district on June 26 last year during their call for an economic blockade.
The Orissa Government has already assessed the threat of Maoists on the increasing network of mobile communication in the naxal-infested areas of the State. The Government is thinking of allowing telecom operators to set up their mobile towers in some police stations in naxals-infested areas.
It would increase the safety of the mobile towers in these areas from the wrath of Maoists. According to sources telecom operators like BSNL and Reliance Communications have already started ground work with the Government for the purpose. While the telecom operators have requested the Government to set up mobile towers in some police stations, the State Government has also recognized some police stations for this purpose.
Meanwhile, security has been tightened in Rayagada district for the anti-repression week of Maoists with combing operations in areas bordering Andhra Pradesh. Naxal posters have come up in remote areas like Chandrapur, Hanumantpur, Gadargudinala, Jarapa and Bijapur. All roads to Rayagada town are under watch of the security personnel and every vehicle entering the town is being thoroughly checked.

All missing Greyhound personnel feared dead

CHITRAKONDA (Malkangiri dist of Orissa): All the 35 policemen missing after Maoists fired at their motor launch in Balimela reservoir are now feared dead as none of the bodies could be traced till Monday evening.
Efforts by the police and naval personnel to locate the bodies till Monday evening proved futile. Earlier, at around 11 am, three naval helicopters arrived at Chitrakonda carrying two Gemini boats. When initial efforts to pinpoint the site where the launch sank did not fructify, the personnel who sustained minor injuries in the attack were taken in a helicopter to the area.
Search operations last evening were given up after light failed. Inspector General of Police (Greyhounds) Rajiv Trivedi, Superintendent of Police Akul Sabarwal and Greyhounds Group Commander Vinjit Brijlal supervised the operations in which 13 divers, including a Naval officer, took part.
The SP said the presence of oil at one place indicated the place where the launch capsized.
He said that there were 63 occupants in the vessel, including three crew members and two policemen of Orissa. Sankara Rao, assistant to the launch driver who jumped into the water, was taken away by the Maoists and released later.
Another member of the crew, Manoranjan Dev told the media at Chitrakonda that a bomb exploded close to the launch which led to the police shifting to one side and losing balance.
Mr. Dev managed to swim ashore. Meanwhile, as many as 56 police parties are continuing the combing operations on the hills.
It is now clear that the Greyhound personnel walked into a Maoist trap. They were involved in combing operations in the Andhra-Orissa Border forest as the Maoists were observing a protest week from June 26 to July 2.

Extremist output claims responsibility for murder

KORAPUT: New People’s Gorilla Army (NPGA), the army unit of CPI(ML) , Srikakulam , in a letter sent by post to a journalist of Koraput on Monday took the responsibility for killing Balaram Sahukar of Nilabadi village in Bandhugaon block in his house recently. The letter which was signed by the secretary of Jhanjavati Area Organizing Committee charged Balaram with hoarding a large amount of money and tribal land.
The letter also accused him of selling jaggery for the preparation of country liquor. Balaram was killed by the naxalites for refusing to hand over the arms, money and documents related to lending of money to the tribals, the letter added.
Narayanpatna and Bandhugaon blocks have been deserted by traders fleeing with the fear of naxalites .Children were the worst affected as majority of schools in the remote areas were remaining closed for the fear of naxalites, sources said.
Naxalites had conducted meetings in broad day light near Borgi and Langalbeda villages of Narayanpatna block recently, sources added.

Naxalites plant landmine in Koraput

KORAPUT: Naxalites planted a landmine between Narayanpatna and Bandhugaon in Koraput district while blocking the road by felling roadside trees at many places from Friday night as a part of their observation of protest week. While the movement by people on the road between the two villages was stalled due to the landmine, a bomb disposal squad was sent to the place, Deepak Kumar, SP, Koraput said.
Looking at the sensitivity of the region, security has been tightened at many places of the district apart from deploying an additional troupe of policemen in the district jail at Koraput, he added.
According to sources, large number of hardcore naxalites from the neighbouring State of Chattisgarh had already entered into the district allegedly to accomplish the decision of the Central committee to release the five naxalites who were kept in the district jail for more than a year’s time.
Responding to the queries from The Hindu, SP said that the district police was investigating into the possible presence of naxalites from the neighbouring states.

Give us even a loan if not a grant or a subsidy to grow either mustard , peas or ginger, as they are grown well on the sloppy surfaces of mountains where we live” . Even though these words of Ratan Jani , a marginal farmer from Kanti , the most difficult terrain of the block went into thin air in the block level ‘meet the farmers’ programme being organized at Doliambo in Semiliguda block by the District Agriculture office of Koraput district today , it had given other farmers and villagers to raise their concern in the forum .
While appreciating the initiative of the department in standing with the farmers , Bisikeshan Khilo , a farmer from Sundhiput village highlighted the importance of the officials in being more open and clearer in their communication and commitment to deliver the desired services . Apart from other things he emphasized on the need of seeds reaching in time for the growth of the small and marginal farmers in the tribal region of Koraput district . Dushmant Nayak of Sundhiput was with more good news for the people as he was there with a success story on how he had doubled the yield of paddy from his 0.2 Acre of land by adopting SRI method of cultivation . He asked everyone present to go for it without any hesitation . There were more supporting voices from the other farmers participating the meeting .

While the farmers interacted on the various issues , challenges and opportunities affecting their lives , Narayan Panda , the District Agriculture Officer of Koraput informed the farmers on the various schemes and proposals of the government for the welfare and betterment of the farmers in the region . Among others he highlighted the importance of Work Plan , ISOPM and Rashtriya Krishi Vikash Yojana(RKVY). SRI , the new method and more of acting like a new age mantra in the field of agriculture was the only answer to meet the demand of the generation , he said .
Arjun Kirsani and Sima Khora , two successful farmers from the block were felicitated by M.G.Rasul , BDO of Semiliguda for their exemplary performance and work culture . Farmers from 16 panchayats of the block took part in the programme

Senior clerk in vigilance net

KORAPUT: Kamalakanta Das, a senior clerk in tahsildar’s office at Pottangi, was caught by vigilance officials on Wednesday while he was allegedly accepting a bribe of Rs.150 from Padlam Dora, a resident of the village.
Das allegedly demanded the bribe for issuing a duplicate copy of his land patta, Padlam said. However, he approached vigilance officials. Das was caught by DSP Vigilance R.N. Pradhan.

KORAPUT: Thousands of BJD workers from Koraput district took out a rally under the leadership of Jagdish Panigrahy, member, Koraput Zilla Parishad at Onakadelli to press their 15 point demands before the officials of Machkund hydro electric project today. The members, while staging a demonstration before the office of the SE, AP Gen.Co., demanded for extending medical facility to the common man of the region in the hospitals of the project at Onakadelli, Machkund and Jalaput which at present, were open only for the employees of the project.
While all the projects in the region had the provision of periphery development fund for the improvement of the region, Machkund, even being one of the oldest project had not thought for the same, Jagdish Panigrahy alleged.

Villagers petition police against mining

KORAPUT: Mali Parvat in Koraput district has once again come into the lime light today when hundreds of villagers from Kankada Ambo, Maliguda, Tentuliguda, Mugunaguda and Dekapar villages in Semiliguda block marched into the police station in Semiliguda to press their demands to take action against the people from the company engaged in Bauxite mining from the mountains near their villages .
While the villagers had opposed any move by the company for mining in the region, the company was trying to divide the unity of the villagers by bringing some tribal youth into the front as the representative of the company rather than coming directly to face the people, Arjun Khilo, Secretary, Mali Parvat Surakhya Samiti said.
The villagers had only objected the entry of the vehicles and machineries of the company which were trying to enter the mountains near the villages on Thursday while they were attacked by the people from the company, he added.While there were reports submitted to the police from both the sides, any move to suppress the villagers’ movement would not be tolerated, Prafulla Samantra, State president, Lokshakti Abhiyaan said while expressing his support to the movement of the villagers.
The police has begun consultations with both the parties from Saturday evening.

KORAPUT: Lack of proper communication, coordination and understanding between the district level officials and Zilla Parishad has resulted in the return of Rs.12 cr. without being spent causing a serious loss to the health services in Koraput district.
All these funds being received from National Rural Health Mission (NRHM) needed approval of the ZSS general body for its utilisation and for the last three years the general body meeting of the ZSS was not held even once, B.C.Ray, Chief District Medical officer (CDMO) of Koraput said.
Koraput district had received a grant of Rs.5.5cr. in 2005-06 financial year which included a sanction of Rs.1.2 lakh for the new born and 4.7 lakh for supporting the tribal health in the district.
But as the amount was sent back unutilised, while there was a support for the tribal health, the support for the new born was not granted in the following year. Further, the following year for the non-utilisation of either of the funds, NRHM had stopped providing support against these two heads, he added.
Moreover while there was a need for construction of new sub-centres in various corners of the district, neither new ones could be built nor was any repair work initiated even though the amount was lying in the account for the purpose.
The differences among the various stake holders came to the forefront in the ZSS meeting which was held at Koraput on Friday, when the officials exchanged words against each other and with the Zilla Parishad president.
However amidst all the confusions, the budget for the current financial year was passed by the members.

Man dies of Anthrax

KORAPUT: Anthrax has killed yet another person in Semiliguda block of Koraput district when Rabi Sisha, a 26-year-old youth from Hadiguda village died of the infection on Thursday night. According to the villagers, Rabi had consumed the meat of a dead cow along with 12 more persons a few days back, which had caused the infection.
It might be recalled that a massive health campaign was initiated in the block recently to control the infection in Mantriput, Kutugaon and Kantaguda villages in the block. Vaccination to the cattle was also carried out on a large scale.
However a medical team has reached the village today.

Lack of proper road prevents women from going to hospital

KORAPUT: Institutional delivery is something that is unheard of in this village. Tucked away in a remote area in Kotpad block in the district, not a single woman in Tentulipadar has ever been to a hospital or any recognised institution to give birth to a child.
One will be mistaken to infer that the women in the village are ignorant of the facilities available today. And, it is astonishing to know that lack of a motorable road is what prevents them from availing of the facilities.
The village is virtually cut off from the main area, as a slushy paddy field is the only path one needs to take to reach it.
And no vehicle can dare tread the path, and those who venture are bound to get stuck in the soil.
Wonder who then will come to the rescue of pregnant women when the need arises? “Who else, the traditional birth attendant,” says Lakhmu Nayak, an elderly person in the village.
“In fact, Sanadi Nayak and Damayanti Nayak of the village, who are expecting a child, will soon be calling Mula Durua for assistance in the hour of need,” Lakhmu adds.

Food supplements

Another worrying factor for the families of these two women is the sourcing of medicines from the block headquarters, which is 35 km away from the village.
The women, however, were registered by the anganwadi worker. Considering the economic conditions of the expectant mothers, they are supplied with folic acid and other tablets.
But this alone isn’t enough. On a diet of just rice gruel, they are in need of food supplements too.
“There is no work available in the village to support them with good food,” rues Aintu Durua of the village.
The only work available was the laying of the village road. But here too there is a problem. Persons like Dhanurjaya Durua, who worked on the road project for 45 days under the NREGA scheme, are yet to receive wages.
Lack of basic infrastructure and other facilities makes Tentulipadar a godforsaken place.

KORAPUT: Fear of being identified and the social stigma they may have to face as a consequence is keeping many a person affected by HIV/AIDS in the district away from the benefit they are entitled to under the Madhubabu pension scheme.

The apprehension

“The mode of payment is unacceptable to the beneficiaries. As it is in the form of a cheque, it is feared that they can be easily identified,” says Balaji Panigrahy, a social activist working for the welfare of persons affected by the disease in the district.
“We fear even the postman who brings the cheque for Rs. 200 under the scheme. The presence of a postman in remote villages is rare. And his visits to a particular house to hand over the benefit will give rise to suspicion among villagers,” says an affected person.

Cheques undelivered

Confirming the existence of such fears among the beneficiaries, District Social Welfare Officer Sakuntala Majhi says that some of the affected persons identified by the Orissa State AIDS Cell to receive pension have given wrong postal addresses. “The office has received some cheques undelivered recently as the addressee could not be traced,” she adds.

Bank account

Of the 319 persons selected to receive the benefit in the district, there are even children below three years.
“This is posing a problem as parents have to open an account in their names in the bank so as to deposit the cheques,” Mr. Panigrahy says. While the majority of the affected persons are in need of the benefit, they are keeping themselves away from the system as they are not in a position to open a bank account by depositing the minimum balance, he adds.
“Opening of bank accounts by the administration and transfer of funds directly to them will revive hopes of patients. This way, the system of despatching cheques directly to the patients can be done away with,” suggests a patient.

KORAPUT: State general secretary of Samrudha Odisha Saroj Kumar Padhy ended his hunger strike on Friday after receiving a written assurance from the ADM’s office that the bridge in Korota village in Nandapur block would be constructed soon. He was on a hunger strike for the last three days demanding construction of the bridge that would connect Thuba, Badel and Bheja panchayats in the block.

KORAPUT: Students in Koraput district have brought laurels for the district with their exemplary results in the Xth class public examination of CBSE this year. Leading the list of achievers, M.Prajukta of Delhi Public School, Damanjodi secured third position in the State with 97.4 per cent marks. Moreover adding to this there were a series of cent per cent marks being scored in individual subjects by a number of students from different schools in the district. While Prajukta herself has scored 100 marks in Social Studies, Rishi Rahul, Abhishek Deb and Lipsita Mishra from V S Vidyalya , Sunabeda scored 100 marks in Mathematics and Science respectively.

Past association with naxals proves costly for the victim, says SP

BERHAMPUR: A lawyer, Prabir Kumar Mohanty, who was also secretary of the district unit of the BJD, was shot dead by Maoists in Malkangiri district of south Orissa in the wee hours of Tuesday.
The body was found near MPV-127 village in the morning. Four armed Maoists were involved in the killing of Mohanty who was a resident of MV-79 village, said Malkangiri Superintendent of Police, Satish Gajbhiye.
The Maoists killed him after calling him out for a ‘discussion’ in the nearby forest. He was shot from close range. The extremists left the body near MPV-127 village, four km from MV-79.
In letter left near the body, the Maoists said they killed him because he was a supporter of the Sangh Parivar and ‘exploiter’ of women and tribals.
According to the Superintendent of Police, the slain lawyer was defence counsel for arrested Maoists in several cases. Although he was a member of the BJD, he was active in RSS. There were also allegations that he had relationship with a tribal girl although he was married. This apparently made it easy for the Maoists to brand him an exploiter.

Border sealed

According to Mr. Gajbhiye, Mr. Mohanty was playing with fire due to his relationship with the Maoists as counsel. The Maoists seem to have thrown a challenge at the ruling alliance in the State through the murder of the BJD district secretary.
Two party observers of the BJD -- Balakrushna Ratha and Ramesh Majhi -- were at Malkangiri town since Monday to monitor the planning for the coming panchayat polls.
Following the killing, the inter-state border with Andhra Pradesh and Chhattisgarh in Malkangiri has been sealed and combing has been intensified to nab the naxals involved in the killing.

KORAPUT: It took 14 years to get a certificate from the district administration declaring Purusottam Bisoyi, an old man from Totapada village in Boipariguda block of Koraput district as blind. Family members including his wife and children deserted him after he had lost his sight for the alleged witchcraft practiced in his village, Purosottam said. Both of his eyes were damaged.
Having no one to support, he had to depend on the mercy of the villagers. All his trials to get the handicapped certificate from the authorities went in vain just like the request to grant him other benefits like handicap pension and a free travel pass in the buses had fallen onthe deaf ears, he added.
However, after much effort he was given the handicap certificate last year. While he was waiting for the pension for his blindness, he had applied for a free pass from the authorities to travel in buses. As he is finding it difficult to get a full meal in the village, the free pass could help him to move places in search of food, he said.
He was at Koraput district headquarters to present his case before the district Collector as all his hope in the block office was lost in these 14 years of lonely struggle, he added.

Maoist arrested in Koraput

KORAPUT: Jogarao Mandinga , a 28-year-old naxalite was arrested by the Orissa police near Laxmipur in Koraput district on Sunday night, Deepak Kumar, SP, Koraput said. Joga was in the wanted list in the police records and this arrest was a major success, he added.
While Joga was involved in a large number of cases, his involvement in the murder of Markand Choudhury by the naxalites in Langalabeda village in Narayanpatna block recently was the most important naxal activity where he was actively involved.
Joga who also belonged to the same village Langalabeda, had played the lead role in drawing the plan for the naxalites, he said.
He was also supplying different materials of daily needs while staying among the masses to the naxalites and was engaged in actions like pasting posters and planting landmines in the region for them for the last three years, he added.

KORAPUT: What do teachers and parents do to keep children engaged now-a-days? They give them toys to play or switch on the idiot box or play some cartoon CDs. “Few make an attempt to help the child explore the fascinating world of books,” says Chakrapani Parichha.
Author of over one hundred detective novels and a renowned playwright (he has 50 radio plays to his credit), Mr. Parichha says libraries in schools play a positive role in giving shape to children’s dreams.
Now a school teacher in Boipariguda in the district, Mr. Parichha, recalling his childhood days in the lesser-known school in the same village, says that the small library in the institution has been instrumental in widening his horizon.
“The teachers made available a good number of titles on the life of great personalities, novels, storybooks and even literary magazines,” he says.
“I have read many books before penning the first detective storybook Gotiye Mrutyura Sandhanare,” he recalls, and there is no looking back since then.
The fact that publishers like Meghamala Publications and others from far-off places have encouraged him speaks volumes of the popularity his titles enjoyed among the booklovers. Another interesting facet, which is unheard of in the present times, is the promotion of good works among the masses by the postman. “The postman of Boipariguda used to ask for the first book. He is the first reader and even the promoter of good writings,” Mr. Parichha says.
“The revolution that has been brought about in the literary world in the region by Mr. Parichha is remarkable,” says Narayan Panda, eminent writer and literary observer from Koraput. Pakhi Payeen Gitotiye, the recently published collection of Mr. Parichha’s immortal poems, is the imprint of such a revolution, he adds.

KORAPUT: Chief Minister’s Relief Fund, which was established with a mission to support the poor for minimising their suffering from diseases, seems to have failed to reach the common man for its complexity and alleged lack of interest among the service providers to extend the facility to the people. At least this was true with Mahima Goudo, a poor woman from Ghodadwar village in Koraput block who has been moving from pillar to post for the last 13 years to get relieved from the serious infection in her chest. She was admitted to the district headquarters hospital a long time ago, according to hospital sources. But it has not been conformed whether she is suffering from TB or some other chest disease, the sources say. While she has been given some anti-TB drug in the beginning, she has not responded to the drug and discontinued it as it was more painful, says Mahima. Since then she has been taking some medicines by purchasing them from the open market. As things got wor!
se, she has been asked to leave her in-law’s house. She continued to suffer from the disease and without any support, not even from her husband, she is forced to stay with her parents for all these years.
There is no support from the health service providers to fight back her illness, she laments. At last she came to know about the Chief Minister’s Relief Fund and approached the local MLA with all the details of her illness.
Taraprasad Bahinipati, MLA, Koraput, has sent his recommendation to the CDMO’s office. But here too she has failed to get the support.

Two succumb to injuries

KORAPUT: Madan Muthai of Badacheri and Sadan Khemundu of Luhaba village in Semiliguda block of Koraput district died in the district headquarters hospital on Friday allegedly for the lack of support from the district authorities . The two were among the four persons injured in an accident at Ghatguda near Sunabeda on Wednesday night.
Madan and Sadan struggled hard with the little money they had with them. Neither the owner of the vehicle which caused the accident nor the district administration extended any aid to them, the villagers alleged.
